Chrome is a wonderful browser. However, the one thing that is most annoying is the amount of CPU and memory the background tabs take up. If you haven't notice, just open a bunch of tabs and keep watching your CPU utilization. The result is to end up with crappy battery life. The latest version of Chrome (version 57) restricts background tabs to just 1% of CPU utilization. Some background tabs are exempt from the restriction such as music playing. I guess the logic is to let the task have as much resources as it needs if there is something actively going on.
